Actors and producers from the Indian film industry, alongside production houses are the first ones off the block to buy bid documents for the first phase of the film city that is set to come up near the Jewar airport near Greater Noida. Producer Boney Kapoor, actor Akshay Kumar, Golden Bird Entertainment, a studio from South Korea and another from Dubai are among the ones to have bought the documents, officials said.

Sources said that in response to the authority’s global e-tender issued on September 29 to develop the film city on Design, Build, Finance, Operate and Transfer (DBFOT) basis, six bidders have bought the bid documents so far. Other prominent film production houses are expected to apply soon, they added.

This is the third time that the Yamuna Expressway Industrial Development Authority (YEIDA) has floated a tender for the first phase of the project, which will be spread over an area of 230 acres.

The film city will come up in YEIDA Sector-21, near the upcoming Noida International Airport in Jewar. Under the Phase-1 of the project, a total of 230 acres will be developed, which will include 75 acres (33%) of commercial and 155 acres (67%) of industrial area.

According to the tender document, the bidder may be a single entity or a group or consortium. The total estimated project cost for the developer has been estimated to be around Rs 1,510 crores and the construction period is three years.

The pre-bid conference is scheduled on October 26, where the objections or suggestions by the bidders will be discussed, and the last date for the bid submission is November 30. The technical bids will be opened on December 5, 2023.

In a meeting held in Lucknow on August 21, it was decided that the film city will be developed in a phased manner, instead of developing the entire 1,000-acre area in one go. The concession period, which is lease of land, has been increased to 90 years. Earlier, it was 60 years with an option to renew it for another 30 years.

Officials said that an advisory company will be appointed to provide a comprehensive plan for the development of the remaining 770 acres. Meanwhile, Yamuna Authority will get a dividend on the basis of the annual turnover of the company. Before issuing the tender, the Yamuna Authority held talks with Hollywood film production studios, Fox and Universal, seeking suggestions for project development.

The first global tender for the film city was floated in November, 2021. But due to no response from the bidders, the authority issued a second tender in October, 2022. The deadline for this was extended up to February 14, 2023, and then February 28, 2023, and then again to March 31, 2023, but no bid was received.
